The Cabinet
The Cabinet, also known as the Executive, is a group of Councillors who will take most of the decisions about what the Council does.
It is made up of seven Councillors from the majority political group, chaired by the Leader of the Council. It meets on a regular basis during the year.
The Cabinet provides leadership at a top level.
What does the Cabinet do?
- Recommends the budget and key policy proposals to Full Council for agreement
- Decides some policies and is responsible for implementation of major plans and strategies
- Publishes the monthly Forward Plan listing key decisions (which are decisions which involve expenditure / savings of over £100,000, or have a key impact on the community) it will be taking over the next four months. The Forward Plan will include details of who will be consulted and when, so that anyone with an interest can make representations or can attend the meeting
- Takes most of the key decisions within the budget and policy framework agreed by Full Council
- Meets regularly, making it easier to deal with issues that cut across traditional departmental boundaries
- Allows Cabinet members to develop greater expert knowledge
- Sets up Cabinet Panels to deal with policy and development in individual and specialised areas.
A Cabinet Decision List is published monthly.
All the Cabinet decisions are taken in public apart from the exceptions for things like personnel matters, commercially sensitive information or confidential legal advice. The public are welcome to attend meetings of the Cabinet. Dates of the meetings, agendas, reports and minutes are detailed in our Committee Information System.
Officers are not able to put decisions into practice until the ten-day 'call-in' period has elapsed (except for those taken under emergency procedures).
The Cabinet is allowed to meet in private, but cannot take decisions in private, nor are they allowed to discuss a matter on which a decision is to be taken in the next 28 days in private.
CABINET MEMBERS
Each executive member of the Cabinet looks after an individual area of responsibility known as a portfolio of services. They work closely with the heads of the services and develop an in-depth knowledge of their portfolio area.
